NAVFAC Southeast awards $65.6M construction contract for Communications Center at MCSF Blount Island

Naval Facilities Engineering Systems Command (NAVFAC) Southeast announced the award of a comprehensive $65.6 million military construction contract Sept. 28 to build a hardened communications center and modernize critical network infrastructure at Marine Corps Support Facility (MCSF) Blount Island.

The capital improvement initiative replaces legacy 1970s communications pathways with a modern, cyber-hardened operational hub. This resilient upgrade provides extensive support to people maintaining, modernizing, and distributing ready-for-issue equipment across the Marine Corps’ global positioning network.

"Readiness starts at the installation level, and resilient communications are the foundation of modern logistics," said Lt. Cmdr. Megan Dunton, NAVFAC’s resident officer in charge of construction for Naval Station Mayport. "By replacing legacy pathways with a modern, cyber-hardened operational hub, this project will reduce vulnerabilities associated with aging communications infrastructure. Every cable laid and foundation pile driven is engineered to secure our network backbone, directly enabling Blount Island Command to position combat capability through integrated global sustainment."

The construction scope encompasses a modern, low-rise communications facility with deep pile foundations designed to withstand severe coastal storm surges and hurricane-force winds. The facility will house high-security mission systems, data routing equipment and operational staff while fully adhering to the latest Department of War and Department of the Navy cybersecurity standards for facility-related control systems.

Infrastructure improvements across the installation will overhaul legacy communications routes, install concrete-encased duct banks, replace deteriorating manholes, and lay high-capacity fiber-optic and copper cabling in a redundant loop topology.

Once completed, the communications center will integrate with planned power resilience improvements, including a dual-fuel generator system intended to support continuity of installation operations.

Work will be performed in Jacksonville, Florida, by Hensel Phelps Constructing Co. of Orlando, Florida, with an estimated completion of late 2028.
